What ship that is or who the guy is (HE HAS MORE DECORS THEN A xMAS TREE) I dont think its a ccgs ship but probably a hmcs ship but the guy ressembles Betsy s husband a bit.

OK - hard to confirm but could be HMCS St John's in Halifax.

Yep, he was made CF's Honorary Admiral and General last year
as a 90th birthday present (see his shoulder flash).
