Default Keep your shirt on in Narbonne

The city of Narbonne on the French Mediterranean coast has introduced a bye law fining anyone for being in the streets of the city without a shirt. 15 men have already been fined E150 each.
I have some T shirts that no longer reach down to my shorts, there is a gap, would I get fined? If I were to wear a cropped T shirt and showed a bigger bit of belly would I get fined?
As a runner I often wear running vests, would that be fined? How about a sleeveless T shirt.
How about a muscle vest with deep armholes and cut away back?
How about a cropped deep cut muscle vest?
Are they going to employ a little man with a tape measure to decide whether my T shirt/vest is legal to wear in the street, they tried that with swim suits in the 1950s, it just became absurd and failed!
Narbonne has also banned being in the streets bare foot, can I wear flip flops? What if a flip flop falls off.
We British should laugh at Narbonne then boycott the place, they don't deserve tourists!

I also like string and mesh T shirts, would I get fined in Narbonne?
I love my Aussibum white and ice blue nylon swim briefs, I would find a T shirt made from this fabric irresistible but if it gets wet it goes almost invisible. If I walk into Narbonne completely legally but get caught in a shower would I get fined?
I have some really nice leather shorts, they are quite short and have double front zips in the German style, if I were to get a matching leather chest harness could I promenade the streets of Narbonne without fear of being detained under the no shirts bye law?
I just remembered I have some Tom From Finland swim briefs, they are quite unsuitable to wear in a public family swimming pool. Looking on Ebay they have Tom From Finland tee shirts. I would look considerably less shocking to the public with no shirt than with one of these tee shirts, should I buy one just in case I visit Narbonne?
