I'm pretty sure I recognise that as The Netherlands - though PIRAT is confusing as they usually have Watersomething as their supplier.
I may well be able to find a nicer pic (that square red label stuck at the front
is a messy addition I feel).

That is Raphael Pirat of Montpellier Water Polo Club France but he is here as
no.9 in a strange suit whereas he is no.10 at Montpellier where the club colors are black and white - so orange and blue remains a mystery.

Still confusing - he would be in black and white if with Montpellier but I understand he now plays for Olympic Nice. Their color is blue however so I still have to learn what blue and orange signify .

Raphael Pirat is there wearing his Montpellier Water Polo club swim brief and as the pic is from the 2009/10 season their old colors were then white/orange/blue - and not black and white as today.
