It is quite simply a matter of economics. If suits were handed out on the way to the lockers there is a chance they will end up going home with the student. If he leaves for the pool naked and returns to the locker room naked, all of the school's suits will be returned. I know when I was in school they would issue the suits when we arrived and then after we dressed we were to drop the wet suits in a laundry hamper. I remember many an afternoon at my pool at home with all they guys in suits "borrowed" from the school. They were constantly buying suits. My senior year they required all students to bring their own suits.

Your theory would be valid if they actually checked the suits back in, but they didn't ask your name when checking them out, and they were all thrown randomly into a hamper in the shower area after class.

The suits were also grossly ugly, and you'd never find me wearing one voluntarily outside class.
