Lycra jammers are cheap but have a lot more drag than Lycra briefs. Expensive sharkskin jammers have less drag than either Lycra and human skin but wear rapidly. They are worn very tight on the body "painted on".
The school may have had a batch of tiger skin Lycra jammers printed for them but realised that those who preffer briefs or can afford sharkskin can move faster. Maybe their next order will be a batch of tiger skin print Lycra briefs.
