Mine came via Amazon.co.uk. Try Amazon in US.
As Neptune Scepter do a stars and stripes brief, I bet there must be as US retailer somewhere. Alternatively see if you can go directly to Taiwan:

By the way, if you are thinking of getting swim briefs from Neptune Scepter, do remember that the Asians make their speedos very low on the hips. Unless you are prepared to show an amount of your butt crack, then order a larger size. I wear size 30 inch for my Arena and Speedo swim briefs but the Neptune Scepter flag briefs are size large.
