At school we used to have to wear rugby union shorts that looked like this. They were made by Bukta and started off navy blue but faded to a grey blue in the sunshine and the wash. For normal school rugby shorts they were about the length in the Aussibum photo, and were a standard 4 panel short, with no pockets or front fly, made from rough cotton. When new they were really stiff and since we had to wear them commando we'd feel the roughness of the cotton as we moved.

Imagine 120 12 year old boys lined up and sitting on the grass in our rugby kit, in front of the pavilion waiting to be called to play rugby.

I don't think rugby ever went with the longer shorts.

The rugby tackle is almost a martial art in it's own right, wearing longer shorts would give the opposition more to grab hold of, who would want to help the opposition ?
