Mrs Fox who was the swimming instructor at my schools swimming lessons was an evil old woman that hated children. The children feared her more than they feared the water.
Those that couldn't swim before going to school swimming lessons never went swimming again after school swimming lessons ended.
Children need to build up self confidence and confidence in the water, they can't do that if they are being shouted at and humiliated.
Good people make better swimming instructors.
