The style of the print looks very Geronimo a brand making men's swimwear in Bulgaria. I have a pair of Geronimo swim briefs with grey/brown flowers on a white background.
Geronimo do not use a brand logo on their products as can be seen in your photo.

To achieve the style take a pair of swim briefs several sizes too big, make a tuck and fold in the excess fabric in a big "Z" shape.
The first prototype would have to be pinned down.
The excess fabric and elastic could have been cut away and the suit sewn together in this style.
By reverse engineering a paper pattern could be produced to reproduce the suit from scratch.

Photographers interested in design often produce these "impossible" swim suits in order to produce something that catches the eye. The model doesn't have to move while being photographed and expect the use of pins to achieve the perfect fit.
It would be interesting to know if there are tucks and pins in the rear of the suit. The waist elastic of this suit would be compromised by this design and a waist cord would be difficult.
