Sorry not to give an answer on Prague and so far no response (though finding tennis academies would no doubt be an easier question to answer).
I would guess that the more liberal attitudes of eastern Europe would generally apply and that your requirements could be met there (even throwing a random question into Google might produce some little known travel guide for you)
