There is a difference between mowing the front and back lawns. Mowing the back lawn is a private matter and any neighbours seeing you is between you and them. Mowing the exposed front lawn in speedos is to do it in front of the whole community, people talk and may disapprove. This is not about shyness or modesty but about avoiding the wrong reputation in the community you have to live in. Knowing that a community is singling someone out for wearing speedos in "public" would put others off wearing speedos rather than help them slip into them.
